On November 12, 2024, the City of Brownsville adopted a Short-Term Rental (STR) ordinance to ensure that all STR operators register their properties and remit Hotel Occupancy Tax (HOT) on a monthly basis; just like hotels, motels, and other lodging providers.
Why This Ordinance Matters
This effort helps create a fair and level playing field for all types of accommodations operating in the city. By collecting HOT from STRs, Brownsville can increase funding for local tourism initiatives, infrastructure improvements, events, and city services that benefit both residents and visitors alike.
The additional HOT revenue generated through STR compliance will strengthen Brownsville’s ability to market itself as a premier travel destination, support cultural and community programs, and improve the overall visitor experience.

What is a Short-Term Rental (STR)?
A Short-Term Rental (STR) refers to any residential property, or a portion of it that is rented out for a period of 30 consecutive days or less. This includes entire homes, apartments, or individual rooms offered to guests on a temporary basis. STRs are commonly listed on online platforms such as Airbnb, Vrbo, Booking.com, and similar services. Whether renting a full unit or just a single room, properties operating as STRs in the City of Brownsville must comply with local regulations and permitting requirements.


STR Permit Requirements
1. Completed Application
Submit the STR permit form online or in person.
2. Proof of Ownership or Management Agreement
Deed, lease, or signed authorization if managed by someone else.
3. Floor Plan & Site Map
Show layout of rooms, exits, parking, and access points.
4. Emergency Contact Info
A local 24/7 contact responsible for the property.
5. Liability Insurance
Proof of active insurance coverage.
6. Permit Fee
A $50 non-refundable fee due at submission.
Hotel Occupancy Tax (HOT) Reporting Compliance:
All Short-Term Rentals (STRs) in the City of Brownsville are required to collect and remit Hotel Occupancy Tax (HOT) from their guests. HOT must be reported and submitted monthly to remain in compliance and avoid penalties, interest, or possible suspension of your STR permit.

Application Process
1. Check Eligibility – Ensure your property is in an approved zone and follows city code requirements.
2. Gather Documents – Have ready: ID, proof of ownership/lease, floor plan, insurance, and emergency contact info.
3. Apply – Submit the STR application online or in person and pay the application fee.
4. Pending Inspection Requirement – An inspection may be required; details are currently being finalized.
5. Permit Issued – Once approved, display your permit and remain in compliance with city rules and local hotel tax requirements.
